Drell is an orphan who grew up doing petty crimes to survive in Red Light. He and his best friend Elmar Bloodsong decide to become brothers by bloody hand shake at the ages of 6 and 7 respectively. As they grow older, many of the other orphaned and scarcely parented children of Red Light come to see them as protectors. Drell believes he can change life for the kids in Red Light by joining the police force and changing them from within, and Elmar believes that the police force can't be changed due to it's very nature of being part of the military in a country that has no borders or enemies.

As such, Drell joins the State Legionnaire training program dead set on rising to the top as fast as he can. A capable fighter from his years of surviving as an urchin, he completes the physical aspects of his training at an accelerated rate. Upon revealing to his commanding officer's commanding officer, Admiral Fergus Rowe, that his goal is to rise to the top as fast as possible, Rowe recommends Kuajiri for the Arcanite training program, a grueling 18 month camp designed to teach candidates the basics of senergy manipulation and reaction as well as train them in reaction assisted combat. .
